Emergency lighting in town halls. Ready for tender, maintained to plan.
Town halls and public authorities combine citizen services, council chambers, archives and office corridors – with visitors who do not know the building and evening meetings in the chamber. Add public procurement and budget planning. We supply tender texts, design to the standards and take over maintenance at predictable annual costs.
In town halls and administrative buildings, safety lighting follows from workplace legislation, the building permit and the fire safety concept. Escape routes need at least 1 lx on the centre line to EN 1838, large halls anti-panic lighting of at least 0.5 lx. Where council or event halls hold larger audiences, national rules for places of assembly may apply – in Germany typically above 200 visitors. Testing and records follow EN 50172.
What applies?
- Escape route lighting and exit signs in corridors, stairwells, citizen services and waiting areas
- Anti-panic lighting in council and meeting halls; rules for places of assembly for larger audiences
- Accessibility: light and sign escape routes and refuge areas for people with reduced mobility as set out in the fire safety concept
- 5 lx vertical at fire extinguishers, first aid points and call points to EN 1838
- Testing and logbook to EN 50172 – traceable for fire inspections and audits
- Public procurement with product-neutral bills of quantities
This describes typical requirements, using Germany as the reference. What applies to your building depends on the building permit, fire safety concept, risk assessment and national or regional rules – exactly what we check during the free on-site survey.
Common mistakes
The bill of quantities is written without a survey – variations and delays follow.
Tests and battery replacement are ordered one by one – and then missing from the budget year.
The hall is full, the staff have gone home – and anti-panic lighting was never planned.
How we make it easy
We survey the building, escape routes and existing system and create a standard-compliant emergency lighting design – free and non-binding.
Exit sign, escape route and recessed luminaires plus emergency drivers – with self-test and LiFePO4 battery.
Every test documented digitally, deadlines monitored automatically – ready to show at any inspection.
Annual on-site inspection, all batteries replaced in year 5–6 and repairs – predictable costs instead of surprises.

Frequently asked questions
Does a town hall need emergency lighting?
As a rule, yes: public access, visitors unfamiliar with the building, multi-storey buildings and halls regularly lead to safety lighting in the permit and fire safety concept. The exact scope is set by these documents and, where applicable, national rules for special buildings.
Do rules for places of assembly apply to the council chamber?
That depends on national law and audience size. In Germany, a hall intended for more than 200 visitors – alone or with connected rooms – usually falls under the state regulations for places of assembly, including requirements for safety lighting and exit signs. Smaller halls usually still need anti-panic lighting.
Are there tender texts for procurement?
Yes. On our product pages we provide tender texts for bills of quantities that you can use in public procurement – in Germany, for example, under VOB/A or UVgO. On request we survey the building free of charge beforehand so quantities and items are right.
How can maintenance be planned in the budget?
With the maintenance contract: one on-site test per year, replacement of all batteries in year 5–6, repairs during the term, digital logbook and deadline monitoring – at fixed annual costs. That puts the expenditure reliably into the budget.
How is compliance shown at fire inspections and audits?
All luminaires test themselves and write results to the digital logbook in the app. Test reports can be exported and presented at fire inspections, expert inspections or internal audits.
